Carcer City is a fictional city in the video game Manhunt. It is near Liberty City, another Rockstar Games-created city. It has a very dysfunctional and corrupt police force and is blighted by massive amounts of ignored crime. Inspiration for the city comes from Chicago and Detroit, U.S. It has been suggested that Carcer City was a booming industrial town on the East Coast until crime and corruption started to take effect in 2003. There is a polluted river to the east that catches fire sometimes. Carcer City was also an entry on the list of possible GTA VI cities. Carcer has virtually no vehicular traffic due to the high crime rate.
